The E3 Directorate of the Ministry is responsible for the monitoring and regulation of all issues pertinent to the personal status of Greeks Abroad and of aliens in Greece Moreover, in co-operation with co-competent Ministries, Services, and Organizations it is responsible for monitoring the implementation of international agreements on public order, narcotic drugs and political asylum.
The E3 Directorate monitors and coordinates the mission allotted to the diplomatic and consular authorities concerning issues under its authority.
The competencies corresponding to the E3 Directorate in reference to regulating the above-mentioned issues, maintain to a great extent an intermediary nature. More specifically, those Greek citizens that are permanent residents abroad, are temporarily residing in Greece and wish to take care of their personal affairs, may do so through the E3 Directorate, which in turn may intervene and attend to their request. In so doing, they need not proceed to the Consular Authority corresponding to their country of permanent residence.
The Directorates role, in relation to other Greek Services and Ministries, is also compatible in regulating alien matters following the request of foreign Embassies.
The Directorate is open to the public every Monday, Wednesday and Friday from 10:00 a.m. to 13:00 p.m.
In detail, the Directorate's responsibilities are as follows:
1. Administrative Affairs
Regulating matters that concern:
-
the personal status of Greeks abroad (births, christenings, weddings, deaths, the handling of municipality rolls, maintenance of Consular registers, adoption and recognition of children outside of wedlock),
-
nationality, passport issuance and renewal of Greek citizens that are permanent residents abroad and temporarily residing in Greece (mutual passports and temporary travel documents),
-
the attendance of all matters pertaining to military obligations regarding Greek citizens permanently residing abroad and aliens of Greek descent that are in Greece,
-
the issuance of certificates of emigration,
-
the search for missing persons and lost objects abroad,
-
Greek repatriation as well as the repatriation of marines and castaways in collaboration with the Ministry of the Commercial Marine. Also, in the repatriation of castaway Greek depraved, deserters, fugitives and psychopaths (in collaboration with the E4 Directorate of Economic Services and depending on each case, the corresponding Ministry of National Defense and Health-Welfare).

participation in Committees of the Ministry of Public Administration in which alien deportation matters are announced, and asylum is granted.

mediation pertaining to entrusted foreign Embassies here in Greece with regards to issuing travel documents to aliens that are to be deported.

The issues pertaining to the Civil Design of Emergency Situations in collaboration with the appropriate Department of the Ministry of Foreign Affairs.
2. Judicial Affairs
Regulating matters that concern:

inheritance of Greeks that have died abroad, in the search and discovery of Greek native rightful beneficiaries of inheritance abroad as well as in assisting any inheritance claim rights of Greek citizens regarding their property and assets that are abroad.

sequestered estates
-
applications abroad for civil and penal briefs as well as in advancing transported alien briefs through the diplomatic channels.

searching and finding debtors that owe taxes of all nature to the Public Sector and reside abroad.

dispatching the extradition procedure for Greeks from abroad, in collaboration with the Ministry of Justice, to Greece as well as extradition of aliens in Greece out of the country.

dispatching the deportation procedure for Greeks from abroad, in collaboration with the Ministry of Justice.

The handling of affairs recapped from preparations, negotiations and which have been mutually
approved in accordance with the stipulations of the Constitution and the Laws, interpretation
